## Cause

A snapshot file in `meta/` has no migration file beside it.

Each snapshot in `meta/` is written beside the migration it describes. This one's migration file is not there: it was deleted, or never committed.

## Fix

* Restore the `.sql` file from version control.
* Or delete the orphan snapshot.
