This install already has an administrator, so setup is complete and the command changed nothing.

## Cause

This install already has an administrator, so setup is complete and the command changed nothing.

Setup creates the first administrator, and ends once one exists. A setup token opens only setup, and `nextly users:create-admin` creates only the first administrator, so neither has anything left to do.

## Fix

* Sign in to the admin as an existing administrator.
* Add other accounts from the admin's Users page.
